In 39 states, either a football or a basketball coach is the highest earning public employee. Alaska, Nevada, Montana, North and South Dakota, New York, Delaware, Massachusetts, Vermont, New Hampshire and Maine are the only states that pay a public employee higher than an athletic coach. And most of those pay a college president the highest.
